Simon commission was sent to India to study the effect of Government of India law and suggest any reform in then prevailing GOI laws made by Britishers.

The matter of contention was inclusion of Indian delegates inside commission.

All 7 people was Britisher and Congress wanted some Indian representative to suggest reforms.

Britisher denied Indian representation and decided to go by their own way of reforms.
