what is the smallest no. which should be i) subtracted from and ii) added to

The divisibilty rule of 4 is that the last two digits must be a multiple of 4 so.. 2 must be subtracted to make it 12640 and since 40 is a multiple of 4, the whole number is divisible by 4.
