Valency of One hydrogen is 1+

Therefore, Valency of 2 Hydrogen will be 2+

Valency of One oxygen is 2-

Therefore, H2 O

2+ 2-

Both 2+ and 2- will cancel each other.

AND VALENCY OF H2O WILL BE ZERO '0'
