Just see the solution below:

13m = 12 - m

⇒ 13m + m = 12

⇒ 14m = 12

⇒ m = $\frac{12}{14}$

⇒ m = $\frac{6}{7}$

This is the correct answer.

( However since no option match my answer, if your question becomes $\frac{1}{3}$m = 12 - m 
On solving this i.e., 

$\frac{1}{3}$m = 12 - m

⇒ $\frac{1}{3}$m + m = 12 

⇒ $\frac{4}{3}$m = 12

⇒ 4m =  36 

⇒ m = 9

This may be the solution.
