Hiiii....
Transfer of kinetic energy will be maximum if the difference between masses is minimum..........
So the transfer of energy in head on elastic collision when target is at rest.......is maximum when the masses of particle are same....
Hence the ratio of masses will be 1 and transfer of kinetic energy is 100 % .....
