union government refers to the organization that is created at the national level especially to look after the big and important issues at nation and also international level. It has the right to interfere in the working of government at the lower level or state level (only as per the Constitution).

whereas state government refers to the organization that is created at the state level to look after the issues of that state only. It has nothing to do with the issues of other states and is not permitted to interfere in the international matters.
