Gulliver visited the Grand Academy of Lagado. It was located in a series of buildings on both sides of a street. There were nearly five hundred rooms. A project was being carried out studiously in each room. Gulliver was amused to see the projects which he felt were whimsical and useless.
He saw a scientist working on extracting sun-beams from cucumber. He had been working on the project for eight years without achieving anything. Another scientist was engaged in reusing human excrement. An architect was exploring the technique of building a house like bees and spiders, by starting at the roof and working downwards to the foundation. There was a mathematician who wrote propositions and demonstrations on a thin wafer. Then he forced his students to swallow it.
Gulliver thought that the scientists who were working at the academy were wasting their time, money and energy on useless projects.
Gulliver notices that the scientists at the academy are working on experiments which do not make any sense. One scientist was making futile efforts to extract sunbeams from the cucumber for more than 8 years. They were also scientists who were working on making gunpowder from ice, to make food back from the excretions. They were using spiders to weave silk.
In the department of government studies, Gulliver finds the people to be extremely crazy. They were taxing people based on their wit and beauty. They were also trying to study the excretory materials to recognize the good and bad people.
