What programs would you make to develop nepal if you became the prime minister?

The better question would have been, What would you do if you were President of Nepal with substantial powers that can really make a difference. I will also point out that there is a big difference between Prime minister of a majority Government (Meaning your own party has the majority in Parliament) and a PM of a coalition Government. I can’t achieve a lot with coalition Govt, even if I am PM because there are a lot of constraints like satisfying their needs and if you don’t do that, you are out as PM, very unstable situation and things never get done in such situation. I can do something, if I am PM of a majority Govt and i have a good hold on the ruling party, but if history is any guide in Nepal, even that is not gonna be easy due to various interest groups. The time factor is also important, 5 years or more uninterrupted can really get some things done but if it’s just a year or two years then, not much can be accomplished to be honest. The role of bureaucracy is also important here, they do most of the things, and if they don’t cooperate we are gonna have problems like delay in approving construction projects among others. We also have federalism in Nepal and if things go right, a lot of development works will be done on local level and provinces also have a important role to play, This all means that PM will not be as powerful as before as he or she has to deal with provincial and local govts whose powers are enshrined the new Constitution. I am saying all this to be realistic, about becoming PM of Nepal and not to expect a lot of changes in 5 years or more, although if all things are right many good things can be done.
