=>let a/b be the rational number that is added to -7/4 to get 3/7, so that:

=>-21/4+a/b= 3/7

=>Add the fractions, using the common denominator 4b :

=>4a−21b/4b=3/7

=>7(4a−21b)=12b

=>28a−147b=12b

=>28a=159b

=>a/b=159/28

☺️Because 159 is not divisible by either 2 or 7 (the prime factors of 28),

☺️The numerator and denominator are mutually prime and we cannot simplify the rational number 159/28.
