The constitution declared that the laws would be made by the 'National Assembly'. The powers were 'separated' and assigned to the legislative, judiciary and executive bodies of the France. This in turn made 'France' a "constitutional monarchy".

EXPLANATION:

The 'French Constitution of 1791' aimed at limiting the 'powers of the monarch'. A "group of electors" who were chosen by 'active citizens' elected the National Assembly.

The active citizens were 'men' above '25 years' of age who 'paid taxes' equal to 3 days of labourer’s wages. The remaining citizens, both men and women did not have any voting rights and were passive citizens.
