The Dutch speaking community who got the benefit to economic development and education much later.This led to tension between the Dutch speaking and French speaking communities during the 1950s and 1960s. The tension between two communities was more acute in Brussels: the Dutch speaking people constituted a majority in the country, but a minority in the capital.


The measures adopted by the Belgium constitution to resolve these conflicts.

1.Equal number of Minister for both the group.

2.More powe to the state government.

3.Equal representation at the state and the central level.

In Belgium leaders recognize the existence of regional differences and cultural diversities . The Belgium Government accommodated it's diverse ethnic population in the following manner :-

» Constitution says that the number of Dutch and French speaking ministers shall be equal in the central government.

» Many powers of the central government have been given to the states government.

» Brussels has a separate government in which both the commodities have equal representation.

» There is a third Kind of government called community government , this government is elected by the people belonging to one language community - Dutch, French, German speaking. no matter where they live.

This government has the power relating cultural educational and language related issues...

Thus, This arrangement helped to avoid a Civic strive between two major communities and possible division of the country on linguistic lines.
