The following developments took place after Janata Party came to power:

a. As the Janata party had mentioned in its manifesto that it would implement Mandal commission recommendation of providing 27% of government jobs to be reserved for socially and educationally backward classes, thus after coming to power, it sought to implement it. The President in his address to the Parliament announced Governments' decision to implement it.

b. ​On 6 August 1990, the Union Cabinet took a formal decision to implement the recommendations.

c. Prime Minister V.P Singh thereafter announced the decision to the parliament.

d. ​The decision of the Cabinet was sent to the Department of Personnel and Training. An order was drafted by senior officers and ministers’ approval was sought . An officer signed the order on behalf of the Union Government.

e. The order then was highly debatable and contentious. It led to widespread protest and debate dividing the society into anti reservation and pro reservation groups.

f. Following the outrage against the order, a court case was filed against the order.

g. ​The Supreme Court of India bunched the cases together. This case was known as the ‘Indira Sawhney and others Vs Union of India case'.

h. The court upheld the order but asked the government to make modifications excluding well to do amongst the backward classes from the benefits of reservation.
