What are the features of Morley Minto reforms?
Morley Minto reforms of 1909 provided for separate representation of the Muslim community in the Imperial Legislative Council as well as Provincial Councils.
The system of Separate Representation provided that 'communities' should serve as the basis for representation. In other words, the Muslims would vote for Muslim candidates and the Hindus, for the Hindu Candidates.
This principle was fraught with mischief. It struck a fatal blow at the Unity of India. From the day of the decision, the country knew no communal peace. Separate electorates slowly but steadily lead to the Partition of India some forty years later.
