Moderates wanted the British to train Indians in the art of self-government. The Moderates included leaders like Surendranath Banerjee, Pherozeshah Mehta and Gopal Krishna Gokhale.
Radicals demanded for swaraj or self-rule. Some radical leaders were Bal Gangadhar Tilak and Lala Lajpat Rai.
