length of the rectangle = L
and, breadth of the rectangle = B

ATQ
new length = L-5
new breadth = B- 5
and perimeter = 26
or, 2(L-5 + B-5) = 26
=> 2(L+B -10) =26
=> L+B -10 =13
=> L+B =23
