a image with zero magnification is the image which is not formed...
an image is formed by the intersection of multiple light rays so the magnification could be 0.0000000000000000ⁿ00001 or even lesser than this but complete zero means image is not formed

No image will form at zero

so there will be no magnification in concave mirror

There are only positive and negative magnification.
