'Ladies Finger' and other vegetables, when dry, have no water in them, but have various other salts and nutrients. This results in a high osmotic pressure in theses dry vegetables, as they are concentrated with solutes.

On the other hand, the water in which these dry vegetables are put, does  not have much substances (or solutes) dissolved in it. Thus, the water is diluted, which means it has less osmotic pressure.

Osmosis is a process by which substances (in this case, water) flow from an area of high osmotic pressure to an area of less osmotic pressure.

Therefore, by the process of osmosis, there is a net flow of water into the dry vegetables. This makes the dry vegetables filled with water.
