When the monocot plant and dicot plant were being compared then it was concluded that bisexual flowers are characteristics of :-
(a) angiosperms - monocotyledonous plant
(b) angiosperms - dicotyledonous plant
(c) gymnosperms - monocotyledonous plant
(d) gymnosperms - dicotyledonous plant

(a) and (b).
Flowers are formed in angiosperms, so gymnosperms cannot be the answer as flowers are not formed in gymnosperms. Bisexual flowers are formed both in monocots and dicots.
