Yes, when fire is caused due to any type natural activity like burning of wood ,burning of plastics etc. can be extinguished with water.

No, when fire is caused due to electric short circuit, then the usage of water is dangerous in this case because water us good conductor of electricity. Therefore, water is not use to extinguish such fires caused by electric short circuit .
