When we fill one bowl with water which is at room temperature it first needs to decrease its temperature to 0° and then change its state and freeze

Normal temp. => 0° => ice

When we fill another bowl with hot water then it like the normal water needs to decrease its temperature and then turn to 0°c and then to ice.

The temperature in the hot water is more when compared to the normal water. To lower its temperature to 0°c the hot water needs a lot of time than the normal water.

So the normal water freezes first.
