A number of reasons but generally speaking a system that is going to produce rain exists because of differences in air pressure from one region or area to another. That attempt at equalizing that pressure difference produces wind, and rain is part of what comes with that package. Sometimes, however, in strong rain or hail storms wind is produced because of the immense downdrafts that occur when each of those forms of partipation fall to earth and drag the air down with it.During hot days the air around the ground heats up rapidly and rises up. This means that less amount of air is present at surface level as the warm air being lighter rises up. So a low pressure region is formed.
Now as rain clouds gather ,they start moving to the region of low pressure area from region of high pressure. This phenomena occurs all the way from ground level to the upper regions of the clouds . As such we experience wind as rain clouds appear.
