dipole moment of a molecule is due to the product of charge and separation between the charges....the charge on a molecule or rather I should say a dipole is due to the electronegativity difference between the two molecules.....
now looking at ur options we can see that all the dipoles have one element in common that is hydrogen and is electropositive while all the other elements are halogens that is group seventh elements and all are electronegative elements.....now from the knowledge of periodic trends in elements we know that electronegativity decreases down the group due to addition of extra shells or orbits and since fluorine comes on top in the halogen group it has highest electronegativity value that is 4 on pauling scale as compare to other halogens therefore it is going to attract hydrogen more vigorously and thus charge on dipole will increase ultimately increasing dipole moment....fluorine will become negative to a certain extent and by the same extent hydrogen will become positive....
