Since you haven’t specified what you exactly mean by the best country, I will assume you mean the country which provides the most conducive environment for the growth and development of robotics as an industry.

In this matter, I’d like to reference The Industries of the Future by Alec Ross, who is an American technology policy expert who was Senior Advisor for Innovation to Hillary Clinton during her term as Secretary of State. He is one of the best people to comment upon what the industries of the future are, having seen various up and coming technologies (and their impacts) all over the world.

The first chapter of his book is dedicated to robotics as an industry of the future. Within that chapter, he identifies 5 countries (the Big Five, as he calls them) which are the leading countries in robotics - Japan, China, USA, South Korea and Germany (in decreasing order of importance). About 70 percent of total robot sales take place in these countries. He predicts, and I quote:

They [these countries] will own the name brands in consumer robots, and they’ll power the software and networks that enable the robotics ecosystem. When I think about this symbiosis, I think about the Internet in the 1990s. It was not just the consumer-facing Internet companies that were born and based in Silicon Valley; it was also the network equipment makers like Cisco Systems and Juniper Networks… The same types of back-end systems will exist in the robotics industry. And the big five countries will benefit from being home to the high-paying jobs and wealth accumulation that go with being out ahead of the 191 other countries around the world. They will produce the Ciscos and Junipers of robotics.

Ross makes some pretty far-reaching predictions based on logical arguments. It will definitely be fun to see whether his predictions are realised.
