A polynomial is where the power of the variable sholud be a whole number .

eg :-  $X^{3} + 8x^{2} + x$ , here all the powers of the variables are whole numbers and hence it is a polynomial .

whereas  here $x^{-4} - 7x^{3} + 2x^{2} + 13$ , the power of the first term is an integer and hence it is not a polynomial .
