Which force is responsible for stopping rotation of water

There are two types of forces:
When the river flows from upstream to downstream, gravity forces the water down... as we already know water flows from a highland to lowland. So, gravity is what works here.
If you are talking about water currents and waves, they are caused by wind. Wind currents are responsible for water currents since wind flows over water and causes a movement in the water. Waves are caused due to very strong winds near the shore. A very famous current is the North Atlantic Drift.
