if anything is falling with only the force of gravity acting on it it is in free fall. Nothing on the surface of the earth - rotating with the earth - would be in free fall since all objects are acted on by centripetal force plus gravity. However the centripetal force is usually ignored so in general only something falling in a vacuum is in free fall.
