Utilitarianism was not one of the ideas accepted by the Chinese intellectuals. Chinese Government started many western ideas. But they didn't accept utilitarianism. They started to take many western government because a powerful government will set up. So western education is needed for every country. When civil service exam was closed so there were no way to enter in Government as a high post. They closed it because of finance government.
