According to me, (A) Waves of water is the correct option here.

Waves of water in sea can be personified as greatness or might as they are giant and unbeatable in real life also. In many writings and poems, water and ocean waves are often personified as might and greatness.

Although, it depends on the author’s mind and thinking that what he/she will personify with something.
