While learning a language as a teacher I would prefer accuracy as the primary motive. Being fluent in a language is a result of the use of it. Fluency can be achieved by using the language continuously but accuracy won't come with constant use. Once a student learns an inaccurate language and becomes fluent in it, it becomes very difficult to make his language accurate. And on the other hand, if a student learns an accurate language, with usage the student becomes fluent in it.  Accuracy is the result of proper learning of the language and not fluency.
