Yes , it is Recomended that acid should be added to water ,not water into acid ,because ..since the process of disolving an acid in water is exothermic it is always recommended that the acid should be added to water .if it is done in the other way ,then it is possible because of large amount of heat generated the mixtures splashes out and causes burn.which is harmful ...
