While the sun rises earlier in the east, say Nagaland and also sets earlier, how do the watches at Kohima and New Delhi show the same time?

time in india is not calculated upon global meredian but indian standard meredian
82.5 so all the places in india have the same time

I think it can be due to the standard meridian ( 82.5 ) of adopted by india that is 5:30 hrs ahead of the Greenwich mean time as India is in the East it will be +5:30.
