Businessmen, in some countries, pay bribes to get government contracts but they are light years away from ruling the country . Ofcourse politicians cannot run all things the other civil servants and intellectuals have massive influence on policy. In short politicians make laws but corporation makes politicians. Combo rule the country. The government consults with the top businessmen for policymaking. But in India politicians takes money from the businessmen during election, and he invests money in the election and in return the politicians make policies which is in favour of those investing businessmen. The politicians do not return the money as they help in their business. So, there is a relationship between government and rich or top businessmen. So, we can say that the combo of businessmen and politicians rule the country.
