The Governor
Just like on the national level, all the decisions related to our country passed by the parliament, are to be signed by the President, the decisions related to the state, passed by the state legislature are sent to the Governor for his consent.
Though the Chief Minister is the main public head only a few people know that all the main works are done under the name and signature of the Governor. The state legislature after passing any bill by majority sends it to the governor for his consent and at first, the Governor can either accept it or reject it but if the same bill is sent to him a second time, he is bound to accept it.
