Alexander II of Russia was called as Czar of liberator.  

As the eldest son to Nicholas I, Alexander II was born on April 1818 in Moscow. He was in Russia's emperor position from 1855 to 1881. He was "considered" to be the most famous reformers during the aforesaid period.  

"One of the most notable steps" taken by him was in 1861, he laid rule to abolish the serfdom, a condition in which the person has to work and stay in the same place.

Apart from this, Alexander II has made many changes to make Russia as a modernized as well as the liberalized country.
