Jobbers were one who would bring people from hisher place and employ them in factories. Hence they played a very provinent part in the new factory system, 

You can also compare them with present day consultancy farms, but the difference is that consultancy farms doesn't bring people from their native place instead provides employment in factories

He got people from his village, ensured them jobs, helped them to settle in the city and provided them money in times of crisis.
