Answer :
In the short story 'The Last Lesson' by Alphonse Daudet, the French teacher, M. Hamel, firstly blamed himself for neglect of learning on the part of boys like Franz. He did this because he used to send his students to water his plants and take holidays whenever he wanted to go fishing.
Next, he blamed the people of Alsace for not giving due attention to their mother tongue and putting off learning till the next day. He blamed them for not being concerned enough to have their children learn their native language, French and opting to put them to work on their farms or at their mills instead.
The following lines from the story 'The Last Lesson' provide the answer :
'“Your parents were not anxious enough to have you learn. They preferred to put you to work on a farm or at the mills, so as to have a little more money. And I? I’ve been to blame also. Have I not often sent you to water my flowers instead of learning your lessons? And when I wanted to go fishing, did I not just give you a holiday?”'
