This is all because of bodmas.While solving any question we have to look at bodmas rule which is:
B = bracket
O= of
D = divison
M= multiplication
A=addition
S=subtraction

according to this, 2+2/2=3
=2+1
=3
In this we did divison first and then addition followed by it according to bodmas.Hence answer is 3.

There are two methods possible to solve it.
Method 1
2 + 2/2 = 3
2 + 1 = 3
3 = 3

Method 2
2 + 2/2 = 3
(2*2 + 2)/2 = 3
(4 + 2)/2 = 3
6/2 = 3
3 = 3

However you should not take 2 + 2/2 as (2 + 2)/2. It will give wrong answer.
Note that there are no brackets given.
