It is taken as the standard meridian of India because there is a time lag of about 2 hours between Gujarat and Arunachal Pradesh. To avoid confusion of time in between states a standard meridian was taken which is in Mirzapur in UP.

82° 30' E is referred to as Indian Standard Meridian because it is situated at the center of all the longitudes and latitudes in which are placed in our country. And it is a centre point of the earth.

In Arunachal Pradesh, the main reason for using the standard time reference the sun rises two hours earlier than in Gujarat.  To avoid confusion and have a standard reference time, i.e. 82° 30'.
