Why a doctor advised to use ice pad on forehead to bring high fever down instead of using water at 0 degree Celsius

because using water at 0 degree Celsius will not bring down the temperature.. whereas ice brings the temperature more quicker than water.... I hope it helps plz mark me as brainiliest
