Why ABA is called as growth inhibitor?

ABA regulate plant growth depending upon the condition. It is refered as growth inhibitor because it inhibits growth by inducing dormancy or promoting senescence. It delays seed germination and induces state of dormancy when the conditions are not favorable for the seed to germinate.
