Group 1 elements dissolve in water to form alkalis and so they are called alkali metals.

Group 17 elements are called halogens because they are "salt formers" and they have 7 valence electrons in their outermost shells.

The group 1 elements are called alkali metals because they form alkalies i.e. strong bases capable of neutralizing acids, when they react with water.

Group 17 elements are called halogens because halogen is a Greek word which means 'salt producing'. As you might know that halogens includes all non-metals. They react with metals to form compounds known as 'salts'.
