All Air conditioners are fitted near the ceiling, As to recieve the cool air from a high elevation. When, We are in congested position, Heat generated by our body gets trapped somewhere, we Feel Hot. In order to get cool, We make our body relax Instead of getting in a congested position. Hence, we also need the cooled air around the whole surrounding. Thus ACS are fitted in the roof.

Heaters are fitted near the floor, So that trapped heat won't be able to escape. Thus, In order to receive heat, We are usually used to be in a congested position.
