Glass does not conduct electricity because there are no free electrons present.
Whereas most of the metals conduct electricity due to the metal atoms which are bounded and shared by the mobile electrons called as bound. These electron bounds move freely within the electron sea.
So metals are good conductors of electricity, and glass is a bad conductor of electricity.
