Nobel gases have completed their last orbit .
they are not need electrons to complete their octac and not have extra electrons to share that's why Nobel gases have 0 valency .it is also called halogen gases .
ex. helium , neon etc

The outer shell of noble gases are completely filled (two eletrons in helium and electrons in the rest of gases) therefore there valence is zero.
