For the following reasons, the wages for farm laborers in Palampur is less than the minimum wages fixed by the state:
1. Since there is huge competition for employment among the laborers of agriculture in Palampur. Peo-ple used to agree for work even at a low wage.
2. The farm laborers during the off seasons have to take credits from the wealthy moneylender in order to meet their basic expenses and in order to repay these loans, they accept to work for fewer wages than the government has set up.
