why are water ways cheaper than roadways?

Water transport is cheaper than road transport because-
1. The element of wear and tear is less in case of water transport as compared to road transport.
2. With the same amount of petrol or diesel , one can cover longer distance on case of water transport than road transport.
3. The accidental and maintenance charges are less in case of water transport as compared to road transport.
