Why are we less hurt if we fall from a height on a sand heap than on a concrete floor.?

Practically if we think then the answer is stated below-
The rate of change of momentum is less due to which a smaller stopping force acts on the man and he gets less hurt but if he falls on the concrete floor then opposite happens and he gets much hurt.
