Not all south Indian rivers are seasonal. There are several rivers in North India especially in Rajasthan which are seasonal. Seasonality of any river depends on the catchment and basin besides the amount of precipitation in the area or region within which the river is located or passes through. It also rests on the number of tributaries or subordinate streams it receives. Further, the building of dams/anicuts / bundhs etc on the river course makes a moderately perennial or semi-perennial river a seasonal one. South Indian perennial rivers like Godavari, Krishna, Narmada, Tapi, Cauveri are all perennial and have arisen from aquifers in the vindhyas, western ghats etc. They have no feed of water from the glaciers and the melting ice.
