Why boiling is considered as a bulk phenomenon whereas evaporation is considered as surface phenomenon?

boiling involves heating of the whole amount of water but evaporation involves just the water on the top

Evaporation happens only at the surface of some liquid hence the name,whereas boiling of water results in the whole water getting evaporated.
