Zimbabwe can’t be considered a truly democratic country under Robert Mugabe's rule because during his rule there were no true practices to democracy and there was an absence of freedom of television, radio, and etc.

Explanation:

  • Though the elections are made regularly there were unfair practices that the ruling party ZANU-PF holds to win elections as an outcome of the poll. In order to increase powers of the respective president, governments had changed the constitutions several times.
  • Workers of the opposition party were harassed and there involved interruptions in between meetings. Televisions and radios were also owned by the government. Any offenses or practices if criticized the government was considered illegal and even the judiciary was not followed by the ruler himself.
